Bombard them with stupid TV shows and movies that are at the moron thinking level. Make sure that all intellectual questioning and discourse is eliminated from the media and society. Overemphasize the social aspects of school attendance and de-emphasize the academic aspects. It's not good to have a general population that's too smart or too informed. Report celebrity gossip and lurid local crime stories as "hard news". Encourage wasteful spending and a consumerist society where greed and materialistic aquisition are the main motivators (govt. can aid this by doing "C" above). Don't threaten them or preach to them. Tell them that what you are doing is for their own good, for their own health, for their own safety against terrorists, criminals, etc. Promote the notion that morality is relative, there is no absolute right or wrong, and that mankind is the apex, that if you follow the right path, you can become God yourself, and that there are really no evil acts, but that people are always victims, even mass murderers. Hold "elections", etc. and maintain the appearance of "choice" but never allow anyone who isn't part of the "club" to be in power.





Do all of the above, and the majority will quietly do whatever you tell them to.

Reply:The answer to your question depends on what behavior you are trying to control. If you are just looking for a calm, non-threatening population, the best way to get that is to be sure all of their basic needs are met, i. e., food,, water, shelter, etc. If you are looking for a specific behavior, like everyone putting out their garbage in certain containers on certain days, usually civil action like fines are appropriate.





Other things may be much more complicated. Like trying to control usage of illegal drugs. It's obvious that multiple punishments are not sufficient to stop this behavior. Religion might work, but you can't make people believe. Giving them money would just enable them to buy more drugs. The fastest solution to this would be to give free drugs to anyone who agreed to be sterilized. This would remove from the populace those who are genetically predisposed to use drugs.





The more complicated the behavior, the more difficult the control. And it's almost impossible to control the individuals within a mass, so no mass control will last forever if it's something people want to do.
