It means he was examining very closely and carefully. That would be appropriate for a detective in reference to a clue, especially if it might be a 'vital' clue.

Scrutinize is too long and complex for that sentence
Reply:The key word is narrowed.... which means he looked very carefully or ... scrutinized.
Reply:I think D also. Especially in the context of the sentence - a detective would be more likely to scrutinize a vital clue than to ogle it! View or survey would work, but they are not as effective as scrutinize.

I would say D would be most effective.
